University Business Linkage Cell was established at the University of Kelaniya in 2018 according to the University Grants Commission's circular No.10/2016 to support the University of Kelaniya researchers in terms of ensuring the protection and commercialization of scientific research results at the university with the registration of Intellectual property rights applications, the collaborations between university and industry and create awareness on intellectual property rights within the university. University Business Linkage Cell of the University of Kelaniya which is financially supported by Accelerating Higher Education Expansion and Development (AHEAD) is a World Bank funded Sri Lankan government operation to support the higher education sector.

Guidelines for the Development of University Business Linkage Cells in State Universities
CTTIL evaluates the Invention Disclosure Forms (IDFs) submitted for the research outcomes and identifies the relevant Intellectual Property Rights for the registration. Prior art searches are conducted using commercial patent databases to check the patentability. Patents, Industrial designs, trademarks, and copyright applications are filed at the National Intellectual Property Office, Sri Lanka. (NIPO) And follow up the prosecution of all the IPRs. PCT applications under WIPO, Freedom To Operate searches, and License Scouting support are offered by the financial and consultancy support from AHEAD Operations.
UBL Cell facilitates the Intellectual Property Policy of the University and the Agreements related to the management and transfer of Intellectual Property. Awareness programs are conducted for the researchers and students on the proper management of the Intellectual Property
The Invention and Patent Portfolio of the University research is enriched and solidified with the partnerships and collaborations built among the national and international industry partners and investors. The developed technologies and scientific, technological, social experimental, and aesthetic research outcomes are introduced to the interested industry partners and negotiated for the equitable license deal. Entrepreneurship among inventors is encouraged and facilitated. License fees and royalties are gathered for the development of the R&D of the University.
Build up a good connection with the industry partners and facilitate not only the commercialization but also the collaborative research projects and sponsored research projects to address the research requirements of the industry.
Multiple research projects are carried out between the industry partners and the university researchers for technical problems.
